Understanding weakening of adversary by priming corruption.
Chinese history is full of accounts of kings who successfully weakened their neighbours by creating corruption in those neighbours. That prepares well for their final military and economic offense on those neighbours.
1. The method.
When the ruler from a country C wants to conquer a neighbour A, he usually spends big fortune to first give non-binding gifts to high officials of that country. The gifts may even be routed to be given via some people from a third country.
Once the high officials have got a taste of expensive lives they would want more. This is a just sort of addiction. The gift bearers would then introduce them to their next higher level of gift bearers with more valuable gifts but asking for some harmless small favour.
The small favour turns out to be placing some friendly capable but out of work administrators.
The friendly capable administrators will later introduce and become the conduits for high valued corruption deals for the high officials of country A.
Corruption has then been primed, it then becomes self-sustaining in country A and will cause discontents and reduce efficiency in the government of that country. It will weaken that country. The high officials of country A also have a favourable attitude toward C.
This is the aim of the efforts by country C.
2. Examples of activities alleged of being involved in buying influence for China.
There are activities in Australia alleged of being involved in buying influence for China. There are also similar activities in Malaysia, Pakistan, the Phillipines. [1-31]
3. Avoiding corruption introduced by adversaries.
Every country should avoid being weakened by corruption. The book Thái Công Binh Pháp [32] written more than 2000 years ago by Khương Tử Nha has sternly warned against having corrupt officials with its teaching:
“Thượng bất chính hạ tắc loạn” meaning when top officials get corrupt their subordinates will be undisciplined (Fish rot from the heads).
The method does not work with righteous officials such as those in the kingdom of Lu in the Zhou empire (Lỗ in Vietnamese) where Confucius [33] taught. In such a case a mass migration into that country is needed to reduce its righteousness.
