This phrase captures the idea of a far-sighted leader who is focused on the distant future beyond their own lifetime. As Viktor Yushchenko celebrates his sixty-seventh birthday this week, those words may well be applied to Ukraine’s much maligned and often misunderstood third president.

As someone who has done extensive focus group work in Ukraine since 2004, I can confirm that Viktor Yushchenko conjures up very mixed emotions. Whenever I have asked Ukrainians for their impressions of Yushchenko, the most common responses range from nostalgia for the Orange Revolution to bitter disappointment. No leader before him ever inspired Ukrainians quite like Yushchenko. None dared them to hope. However, with great hope comes great expectations…

You will recall that the UK in the 1970’s ethnically cleansed the entire population from Chagos at gunpoint to make way for the US nuclear base on the Chagos Island of Diego Garcia.

In its judgement, The Special Chamber of the Tribunal last week ruled (para 247) by 8 votes to 1 that the Maldives must agree a boundary with Mauritius, as

it is inconceivable that the United Kingdom, whose administration over the Chagos
Archipelago constitutes a wrongful act of a continuing character and thus must be
brought to an end as rapidly as possible, and yet who has failed to do so, can have
any legal interests in permanently disposing of maritime zones around the Chagos
Archipelago by delimitation.
